No, sun is never considered a sinful planet; the planets that fall into category of papa graha are saturn and Rahu. (those with strong negative saturn or rahu are able manipulators; the big liars, white collar criminals)

Sun is symbolic of the king; i.e. the ruling elite, the Govt, there cannot be a soft king therefore it has negative tendency of being hard -hearted,a bit ruthless.

Lord Ram’s sacrifice is the true example of Sun the ideal King who acted beyond his personal happiness.

The positive attributes of the sun is the most noble,liberal planet; those with positive sun do not hesitate to sacrifice even their life, Karn the legendery donor who intentionally gave up his kavach kundal before Mahabharat war is the classic example of positive Sun.

I guess the Sun can be viewed as a papagraha if one considers the ego to be detrimental to one's well-being.

From a spiritual sense, the Sun represents the substratum that all other material pleasures and pains rest upon.
