Nakshatra or planet?

All signs are given 9 nakshatra padas each. These have individual qualities. BPHS mentions planetary importance more. Later classics accord importance to stars. I consider that:
If a planet is strong in a sign its dispositor star's influence can be neglected and if that planet is weak,it reflects the dispositor star's quality in that sign.
Is this right or wrong?
I request the respected members to throw light on this.

Thank you astrostar ji. I understand that my idea was wrong. Could you throw more light on this,please?

Ketu in Aries. Star-Aswini-1 & Lagna Pisces.
Ketu in Leo. Star- Magha-1 & Lagna Cancer
Ketu in Sagittarius. Star-Mula-1 Lagna Scorpio.

What will be the effect of Ketu on native, in these cases, assuming Ketu is alone & devoid of any aspects from other planets.?

Ketu doesn't own any signs. So, Ketu gives/copies sign lord results, when it is in own star.

for aries lagna, ketu copies mars significations

for scorpio lagna, ketu copies jupiter signfications

and also consider ketu house position/placement in bhava chart.

for bhava chart, always use placidus house system only

Thank you for the reply. I request you to help me to understand the comparisons of ketu's impact as 2nd lord for different lagnas.
Aswini1 This is the pada which relates to the most pioneering, courageous and physically active part of this nakshatra. This pada is full of initiative and bestows abundant energy and drive.

Magha1-Magha qualities like self assertion, leadership, courage and idealism are displayed here to their fullest.

This pada relates to all types of deep searches and probes. These can take place on material or spiritual planes depending upon the evolutionary Status of the native in question.
All these taken from wiki. These padas match with the house lords's qualities. But Ketu in 2nd is not determined to make any advancements leaving the native detached.How do we draw a conclusion.

Ketu might be in 1st house according to bhava chart
check the bhava chart in Jhora s/w

Ketu copies its sign lord significations
so, study the sign lord placement and his star dispositor placement
